What a cold outbound pipeline actually costs in Europe

The software bill is the small number. Two hundred euros a month buys the sending infrastructure. The real cost sits in data, warm-up time and the six weeks before the first reply.

Every outbound budget we are asked to review starts with the software. Someone has priced a sending platform, a data tool and a handful of mailboxes, reached about €400 a month, and concluded that outbound is cheap. The software bill is the one line in the model that is nearly right and almost irrelevant.

Here is the whole cost of running cold outbound from an EU base, as we build it in 2026, with the numbers we actually pay. Prices move and vendors discount, so treat these as the shape rather than a quote.

So the instinct was correct: the tooling is cheap. A functioning sending stack costs less than a single trade show stand, and less than one week of a mid-level salary in most of Western Europe.

The three costs that dwarf it

Time, priced honestly

A campaign that produces meetings consumes 12 to 20 hours a week once it is running. List maintenance and signal refresh, copy revisions, reply handling within the hour, meeting scheduling, and the CRM hygiene that keeps the next campaign from re-emailing the same people. Price that at a European commercial salary and you are at €1,800 to €3,000 a month before anyone has answered a single meeting invitation.

This is the line founders leave out, usually by planning to do it themselves. That works for about five weeks, until a client escalation eats a Tuesday and the sequence goes unattended for nine days. Outbound punishes intermittent attention more than most channels, because replies decay within hours.

The ramp with no revenue

Domains need three to four weeks of warm-up before volume is safe. Add two to four weeks of sending before the reply rate stabilises enough to read. That is six to eight weeks of full cost and zero meetings, and it is a real number in the cash plan rather than a rounding error. Anyone who promises meetings in week two is either sending from a burnt domain or sending to a list they did not check.

Mistakes, which are unavoidable and worth budgeting

The first list is usually wrong in some way. The first offer overreaches. A domain gets throttled. Budget one wasted month out of the first four and the plan survives contact with reality. Teams that budget for perfection abandon the channel in week seven, roughly one month before it would have worked.

What a meeting actually costs

Put the stack and the labour together and work forward through the funnel. The numbers below sit within the range we see for a well-targeted mid-ticket B2B campaign in Europe.

Whether €250 is good depends on one number you already have: what a customer is worth. At a 20 percent close rate, ten meetings produce two customers, so each customer costs €1,250 in outbound effort. For a €12,000 annual contract that is excellent. For a €900 one it is a broken channel, and no amount of copy testing fixes the arithmetic.

Run that calculation before you buy the first domain. Deal size and close rate decide whether cold outbound is your channel, and they decide it before any of the tooling matters.

Build, hire or outsource

Three ways to get the same output, at prices that differ more by risk than by headline number.

  • Do it yourself. €200 to €740 a month plus your time. Cheapest on paper, and the most likely to stall, because the founder's calendar is the first thing a live deal takes.
  • Hire. A capable business development hire costs €2,500 to €4,000 a month gross in Vilnius or Warsaw, and €5,000 to €7,000 in Germany or the Netherlands, plus the stack, plus three months before they are productive. Right when outbound is your main channel for years.
  • Outsource. €2,000 to €4,000 a month for an operator who already owns the infrastructure and the process. Right when you want the ramp compressed and you are not yet ready to commit a salary. Check what happens to the domains and the data if you stop.

The mistake is comparing the €400 software bill to the €3,000 agency retainer and concluding that one is cheaper. The honest comparison is €400 plus 60 hours of your own month against €3,000 and none of it.

The number to put in the plan

For a European B2B company starting cold outbound from zero, budget €3,000 to €5,000 a month all in, with two months of that spent before the first meeting exists. If the model cannot carry that for six months, outbound is not the first channel to build. Partnerships, events and inbound have different cost curves, and one of them may fit your deal size better.
